Complexity is often an ownership problem in disguise.

When every issue needs a committee, the constraint may be decision architecture—not the difficulty of the work.

Leaders often describe a challenge as complex when it crosses functions, carries risk, or has several plausible answers. Those conditions are real, but they are not always the source of the drag.

The hidden constraint is frequently ownership: no one person can make the decision, the escalation path is unclear, or different teams are optimizing for incompatible outcomes.

Before adding another workstream, map the decisions. Name who recommends, who decides, who must be consulted, and when the issue is truly exceptional. A clearer decision system can remove more friction than another layer of coordination.
